Users Committee

Establishment and Composition of the Users Committee

The institution shall implement a Users Committee for users of its services and shall allocate a specific budget for this purpose in its operating budget.

This Committee shall consist of at least five (5) members elected by all users of the institution and, where appropriate, a representative designated by and from each of the Committees set up within the institution, as set out in the Act.

The majority of Committee members must be users. Should it not be possible to have a majority of users serving on the Committee, they may elect any other person of their choice, provided that such persons do not work for the institution or practice their profession in a centre operated by the institution.

Individuals who are under curatorship may not serve as members of the Users Committee.

Responsibilities of the Users Committee

The Act Respecting Health Services and Social Services defines the responsibilities of the Users Committee as follows:

  • Inform users on their rights and obligations;
  • Foster the improvement of the quality of living conditions of users and assess the degree of satisfaction of users with regard to the services received from the institution;
  • Defend, before the institution or any other competent authority, the common rights and interests of users or, at the request of the users, their rights and interests as users;
  • If requested, accompany and assist users in any action they undertake, including filing a complaint in accordance with Sections I, II and III, Chapter III, Title II of the Act Respecting Health Services and Social Services or in accordance with the Act Respecting the Health and Social Services Ombudsman (Chapter P-31.1);
  • Where applicable, ensure the proper operation of each In-Patient Committee and ensure that it has the resources required to exercise its functions.

Annual Activity Report of the Users Committee

The Users Committee must submit an Annual Activity Report to the Board of Directors no later than May 31st of each year. Where applicable, such report must include the Activity Report of each In-Patient Committee. A copy of the Annual Report of the Users Committee must be submitted to the Agency when so requested.
