Responsibilities of the Board of Directors

The specific responsibilities of the institutions (at the local level) are as follows:

  • Setting priorities and guidelines for any institution under its administration and seeing to their observance;
  • Meeting the needs of individuals, families, and groups in the physical, psychic and social sense, taking into consideration the geographical, linguistic, socio-cultural and socio-economic characteristics of users as well as human resources;
  • Making sure that the physical and financial resources available to the institution are in compliance with the medical and dental staff plan approved by the Agency;
  • Being responsible towards the general public and accountable towards Agencies and the MSSS (Ministry of Health and Social Services);
  • Administering the affairs of the institution, making sure that only quality care and services are provided and that they are continuous, personalized, safe, timely, non-discriminatory, and respectful of the rights, as well as spiritual needs, of the person and of the user;
  • Holding public information meetings at least once a year, extending an invitation to the general public;
  • Ensuring expeditious handling of complaints, economic and efficient use of human, financial, material, and information resources, participation, motivation, enrichment, maintenance of skills, and development of human resources;
  • Appointing the Executive Director, the Local Service Quality and Complaints Commissioner, doctors, dentists, and pharmacists, assigning them with statuses, privileges, and obligations (as the case may be), the Medical Examiner, the Review Committee, senior managers, the Director of Professional Services, the Director of Nursing, a person in charge of midwives, heads of departments, and an auditor;
  • Entering into service agreements;
  • Allocating financial resources to each institution under its administration and determining the portion of such financial resources that are to be reserved for payment of family-type resources and the intermediate resources associated with these institutions;
  • Creating the necessary committees;
  • Adopting one code of ethics for directors and another for user rights and the practices and conduct expected from employees;
  • Undertaking the coordination of services offered to the general public by RLS (local services network) workers, improving the health and well-being of the people of the region under their responsibility, coordinating the services required by the general public, and defining a clinical and organizational project for the region.
