National, Regional, and Strategic Goals

National Goals

The Department of Health and Social Services has established four major goals in its 2005-2010 Strategic Plan for the Quebec Health and Social Services sector. They are as follows:

  • Developing an effective and proactive problem-solving system;
  • Adapting and organizing services so as to ensure better access and greater continuity for such services, particularly for more vulnerable patients;
  • Improving the quality of services as well as optimizing the use of resources that support the provision of such services;
  • Efficient management of the financial resources allocated to the Health and Social Services network.

Regional Goals

Three major goals have emerged from the context within which the regional Health and Social Services Agency of Abitibi-Témiscamingue and its partners operate. To meet the challenges of each of these goals, the Agency has established key guidelines focused on various lines of action for which the following objectives have been set:

  • Development and implementation of effective actions for health promotion, health protection, and disease prevention;
  • Consolidation of a basic and specialized services network characterized by quick access and interventions tailored to the needs of the general public;
  • The challenge of the network to accommodate all changes that affect the provision of services.

Strategic Goals

Four major goals have emerged from the context within which the CSSS and its partners operate. These goals, which are specific to our institution, are associated with the strategic goals set out in the agenda of the MSSS (Department of Health and Social Services) consultation for its 2010-2015 Strategic Plan, as well as with the regional strategic goals.

Each represents a challenge to be faced by our organization. The following consultation stages will help determine the strategic guidelines focused on various lines of action for which objectives have been set:

GOAL 1: Quality, safety, and efficiency
GOAL 2: Attraction, retention, and optimum contribution of human resources
GOAL 3: Health promotion, disease prevention, and community development
GOAL 4: Consolidation of an Integrated Local Services Network tailored to the needs of the general public
