Clinical Organization

Optimum Management of Human, Material, Financial, and Information Resources

The organizational plan describes the specific roles and responsibilities of every individual or group within the organization. Each department shall be responsible and accountable for optimum management of human, material, financial, and information resources.  The clinical organization includes departments that are directly responsible for providing services to the public as well as for the quality of the professional work.

The Program Department provides services directly to the public. It contains the following two coordination programs:
  • Coordination of children, families, and public health
  • Coordination of the elderly and those with loss of autonomy
Departments with specific responsibilities related to the quality of professional work and the quality of services are as follows:
  • Department of Professional Services
  • Department of Nursing Care and Quality Control

These two departments shall receive the support of a senior advisor on service quality.
A new organizational structure is being proposed, consolidating some services or programs based on the volume of activities and resources provided to a given clientele, with a view to efficient and effective use of resources.

Program, Nursing Care, and Quality Control Department

The Director of Programs, Nursing Care, and Quality Control, under the authority of the Executive Director, shall ensure the proper provision of care and services falling under her responsibility. She shall plan, manage, organize, coordinate, monitor and assess care and services according to the needs of the general public and the available resources. She shall manage human, material, information, and financial resources under her responsibility. She shall undertake any other function provided for in the organizational plan, especially quality and risk management.

Professional Services Department

The Director of Professional Services, under the authority of the Executive Director, shall perform the following functions in addition to those set out in Section 203 of the Act Respecting Health Services and Social Services:
  • Direct, coordinate, and monitor the activities of clinical department heads, as provided for in Section 189;
  • Obtain the opinion of clinical department heads on the administrative and financial consequences of the activities of the physicians and dentists of the various clinical departments;
  • Implement the administrative sanctions provided for in the second paragraph of Section 189 and inform thereof the Council of Physicians, Dentists and Pharmacists and the clinical department heads concerned;
  • Supervise the operation of the committees of the Council of Physicians, Dentists, and Pharmacists and ensure that the Council properly monitors and assesses the medical, dental, and pharmaceutical activities performed in any centre operated by the institution;
  • Take all necessary measures to ensure that any examination, autopsy, or expertise required under the Act Respecting the Determination of the Causes and Circumstances of Death (Chapter R-0.2) is carried out; 
  • Discharge the obligations imposed by the Quebec Civil Code (Statutes of Quebec, 1991, Chapter 64) and the Public Curator Act (Chapter C-81) regarding the protective supervision of incapable persons  and the mandates given by persons in anticipation of their incapacity;
  • Undertake any other function provided for in the organizational plan, especially quality and risk management.
